- credit card can be issued only to residents of the United States with good credit score, they must be physically present while signing the paperwork and provide two pieces of identification.
- debit card is form of payment instrument connected to US bank account. To create new bank account (checking or saving) you must be physically present at the bank and provide two pieces of identification. Any institution issuing debit cards without your physical presence is breaking the law and you might lose your money to thiefs.

Only payment instrument that can be issued online is gift card provided by Visa or Mastercard but these instruments cost a lot of money to refill with money and they are not accepted by many retailers because they do not provide AVS (Address Verification System).
